First Step: Create a nation.

This is a fairly simple step. You only need a roleplay concept then to choose some statisitcs. These just serve to keep things balanced. Your nation must be at +0 or worse.

Stats.

Each stat goes from a +2 to a -2 Modifier, depending on the size / classification you choose. These modifiers are used to alter several aspects of your nation, such as the number of cycles things take, the units you can build, the reactions of your populace etc. Positive modifiers are better. At the end of your nation creation, you must have a modifier sum of +0 or less.

Land: This is a measure of the amount of land you have, and is used to determine resource amounts, and defense bonuses.
  • Huge: +2. A massive landmass, of at least 7,000,000 square km. Larger than Australia.
  • Large: +1. A large landmass, of at 1,500,000 - 7,000,000 square km. Between the size of Iran and Australia.
  • Medium: +0. A normal sized nation of 300,000 - 1,500,000 square km. Between the size of Germany and Iran.
  • Small: -1. A small sized nation of 75,000 - 300,000 square km. Between the size of Panama and Germany.
  • Tiny: -2. A miniature sized nation of less than 75,000 square km. Smaller than Panama.


Industry: Measure of the production ability of your nation. Determines resources and unit creation time.
  • Overwhelming: +2. An oppressive industry. Able to create huge quantities of even complexly machined products. Example, China.
  • Large: +1. A well developed industry. Able to create large quantities of products. Example, Australia.
  • Medium: +0. An average industry. Able to create medium quantities of products. Example, Norway.
  • Restricted: -1. A poor industry. Able to create small quantities of products. Example, Ireland.
  • Under-developed: -2. An almost non existent industry. Able to create only minute quantities of products. Example, Sudan.


Advancement: Measures the level of technological development present in your nation.
Used for unit creation.
  • Cutting edge: +2. One of the most advanced nations. Example, Japan.
  • Specialists: +1. Highly advanced. Example, Germany.
  • Average: +0. Baseline advancement. Example, New Zealand.
  • Poor: -1. A restricted level of technological innovation. Example, Romania.
  • Under-developed: -2. Almost no technological innovation. Example, Somalia.


Population: Number of people living in your country. Used for unit production.
  • Massive: +2. 500,000,000 or more.
  • Large: +1. 100,000,00 - 500,000,000
  • Medium: +0. 50,000,000 - 100,000,000
  • Small: -1. 15,000,000 - 50,000,00
  • Tiny: -2. 15,000,000 or less.



After creation to modifiers have no impact, but the stats you made do. The rest of the rules are to do with the feel and setting, which pretty much comes down to RP, have fun, no metagaming, no godmodding, and power gaming will be punished.

History:

The history of this universe is earth standard, until 1800. At this point, it continues unless a player has changed it. You can only change history relating to your nation, and you cannot remove massive political events. (WWII etc) However, you can invent wars and other strife to accommodate your nations history, which can be whatever you like.
